Industrial Relations Policy
General
This Section applies to filling for the defined embankments shown on the drawings.
Filling materials shall be classified as specified herein into one of the fill classed listed. Where a fill class is shown on the Drawings or specified in this Specification, only material of that fill class shall be used for that fill. Where no fill class is shown or specified, general fill material shall be used.
The grading requirements specified herein for filling materials shall apply to the material in place in the fill after compaction, and the Contractor shall make suitable allowance for particle breakdown when classifying fill materials at the source.
All materials used as fill shall be free from deleterious matter and shall be sampled and tested by the Contractor to confirm they comply with the requirements of this specification.
No material containing the following may be used:
- Vegetable matter
- Organic clays or silts
- Ashes, coal or the like
- Dispersive soil or any material which in the opinion of the Superintendent will scour badly
The Contractor shall supply fill of a particular type from only one source at a time, and shall not change the source of fill without advising the Superintendent and agreeing the volume of fill to be obtained from the source.
Regardless of the Superintendent’s approval of the source of supply, the Contractor shall be responsible for ensuring that the materials incorporated in the Works fully meet the requirements of the Specification.
Fill Sources have been designated as the following types:
Stacker Reclaimer Bund Rock Fill
Rock fill sourced from existing stockpiles of blasted or excavated rock (both on-site and off-site) or from suitable rock material excavated/ won from the work site during the course of the works. The material shall meet the following specification (including crushing, screening and processing as required).
The Plasticity index of the material passing the 0.425mm sieve when tested in conformity with
AS1289.3.3.2-1995 shall not exceed 12.
The Rock Fill material shall consist of clean, sound durable rock fragments free from organic matter.
The grading curve for Rock Fill material shall be smooth and not vary from one outer third of the total limits range for one sieve to the opposite outer third of the total limits range for the next lower sieve.

Other Fill Materials
3.10.1 General Fill - Stockyard
Stockyard General Fill shall comprise generally silty and clayey fill materials and rock formations complying with the following requirements:

3.10.2 General Fill - Engineered
Engineered General Fill will be ostensively used as a bedding material and shall be gravel, loam, sand, or mixtures thereof and shall be free of soluble slats, organic matter and other deleterious matter.
Engineered Fill material shall meet the following requirements:

The linear shrinkage of the material passing the 0.425mm sieve when testing in accordance with
AS1289.3.4.1-1995 shall not exceed 6.0.
